Saudi Premium Residency for Entrepreneurs: What Founders Need to Know

Saudi Arabia has a dedicated Premium Residency route for entrepreneurs. But this is not simply a residency visa for anyone with a startup idea. The program is built around funded founders who are already building serious companies.

TL;DR

Saudi Arabia's Entrepreneur Residency gives qualifying startup founders a route to live and build in the Kingdom. Category 1 starts from SAR 400,000 in qualifying investment and requires at least 20% founder ownership. Category 2 requires at least SAR 15 million in qualifying investment, at least 10% ownership and the creation of 10 jobs in the first year plus another 10 in the second year.

What is Saudi Entrepreneur Residency?

Saudi Arabia's Premium Residency program includes a dedicated Entrepreneur Residency product for founders building companies in the Kingdom.

It gives qualifying entrepreneurs a route to live, work and operate their business in Saudi Arabia with Premium Residency status.

This is better understood as a residency route for funded startup founders, not as a general founder visa for someone who only has an idea.

The program is divided into two categories, and the requirements are very different.

Category 1 vs Category 2

Requirement Category 1 Category 2
Minimum qualifying investment SAR 400,000 SAR 15 million
Minimum founder ownership 20% 10%
Residency type Five-year renewable residency Permanent residency, conditional during the first two years
Job creation requirement Not listed as a Category 1 condition 10 jobs in year one + 10 additional jobs in year two

Category 1: the more accessible founder route

Category 1 is designed for founders who already have meaningful outside investment but are not yet operating at the scale required for Category 2.

The published requirements include:

At least SAR 400,000 in qualifying investment or funding
Funding from an investment entity approved by the Premium Residency Center
At least 20% ownership in the startup
Valid entrepreneurial license from the Ministry of Investment
Recommendation letter from the investing entity

Category 1 provides a five-year Premium Residency that can be renewed if the relevant conditions continue to be met.

FounderHQ View

SAR 400,000 is roughly the point where this stops being about "having a startup idea" and starts being about proving that external investors already believe enough in the company to commit capital.

Category 2: permanent residency, but with much higher requirements

Category 2 is significantly more demanding.

It requires at least:

  • SAR 15 million in qualifying investment
  • 10% ownership in the startup
  • A valid entrepreneurial license
  • A recommendation letter from the investing entity
  • Significant job creation inside Saudi Arabia

The main attraction is that Category 2 can lead directly to permanent Premium Residency.

But the permanent status is conditional during the first two years while the founder proves the required job creation.

The Category 2 job requirement is serious

Category 2 requires the startup to create:

10 jobs in year one

plus

10 additional jobs in year two

That means Category 2 is not simply a residency program tied to investment size.

It is also designed around building real economic activity inside Saudi Arabia.

For founders, this has a practical implication:

Think Beyond Residency

If your company cannot realistically support 20 new jobs over two years, Category 2 may not fit your current stage even if you meet the investment requirement.

You can nominate two startup team members too

One of the more interesting benefits of Entrepreneur Residency is that qualifying entrepreneurs can nominate two members of their startup team for Special Talent Residency.

The Premium Residency Center states that the normal criteria may be waived for those nominated team members.

This could be particularly useful for senior startup employees such as:

  • Co-founders
  • Executives
  • Technical leaders
  • Senior operators
In simple terms: qualifying founders may be able to bring two key people into the Saudi residency ecosystem with them.

The startup also gets a Nitaqat exemption

The Entrepreneur Residency program includes another important operating benefit:

The startup entity can receive a Nitaqat exemption for its first three operating years.

Nitaqat is Saudi Arabia's workforce nationalization system.

For an early-stage startup entering the market, a three-year exemption can create meaningful breathing room while the company builds its local team and operating structure.

It does not mean founders should ignore Saudi hiring.

In fact, Category 2 specifically requires substantial job creation.

What else does Premium Residency give founders?

Entrepreneur Residency sits inside the broader Saudi Premium Residency framework.

Premium Residency can provide qualifying residents with benefits including:

Live in Saudi Arabia with eligible family members
Conduct business in the Kingdom
Work in the private sector
Own qualifying real estate
Travel in and out of Saudi Arabia without a separate visa
Access exemptions from certain expatriate-related fees

How do you apply?

Saudi Arabia currently provides an active online application process through the Premium Residency platform.

The basic process is:

  1. Create an account on the Premium Residency platform
  2. Select Entrepreneur Residency
  3. Choose the relevant category
  4. Submit the required documents
  5. Provide evidence of investment and ownership
  6. Provide the required license and recommendation letter
Application Status

Applications are currently available through the official Saudi Premium Residency platform. No published closing deadline was found on the current government service page.

How much does Entrepreneur Residency cost?

The official Premium Residency Center currently lists a fee of:

SAR 4,000

But founders should not mistake the residency fee for the real barrier to entry.

The real requirements are the investment, ownership, business activity and, for Category 2, the job creation.

This is not really a residency story

It is a startup-building story.

The interesting part is not that Saudi Arabia offers founders a residency product.

It is that the Kingdom is tying residency benefits to founders who bring:

  • Investment
  • Ownership
  • Company-building activity
  • Employment
  • Long-term economic participation
If Saudi Arabia is a serious market for your startup, Premium Residency may become part of your expansion strategy, not just your immigration strategy.
